Research Administration and Compliance
The Research Administration and Compliance (RAC) department at De La Salle Medical and Health Sciences Institute (DLSMHSI) ensures that all research activities are conducted in alignment with legal, ethical, regulatory, and safety standards. It oversees the operations of five specialized units: Research Integrity, Compliance, and Safety; Bioanalytical and Pharmaceutical Research Laboratories; Bioscience Research Laboratories; Tuberculosis Research Laboratory; and Research Facilities Management.
The department provides essential oversight for research involving human and animal subjects, supports drug and diagnostic development, and manages advanced bioscience and microbiological testing. It also ensures efficient and safe use of research facilities, contributing to the quality and integrity of institutional research. Through its coordinated efforts, RAC fosters a culture of responsible and compliant research across the institution.
The
RAC is also responsible for maintaining and managing all laboratories under the Research Services, including the Tuberculosis Research Laboratory (TRL), Bioscience Research Laboratories (BRL), and Bioanalytical and Pharmaceutical Research Laboratory. Additionally, it coordinates with the different DLSMHSI Colleges and the De La Salle University Medical Center (DLSUMC) regarding the use of their laboratory facilities for research purposes. The Department also develops, maintains, and communicates research policies and standards for all research activities to ensure stakeholders are aware of the guidelines they need to follow. Lastly, RAC is responsible for managing and maintaining the facilities of the De La Salle Angelo King Medical Research Center (DLSAKMRC), ensuring proper allocation of space for various research activities, including laboratory work and clinical trials.
RESEARCH FACILITIES MANAGEMENT
The Research Facilities Management (RFM) serves as the central coordinator for physical facilities integral to diverse research activities. It aims to ensure the seamless functionality, safety, and efficiency of these facilities, encompassing laboratories and specialized spaces in the Research Services. RFM is tasked with maintaining and equitably allocating resources, ensuring optimal support for internal and external stakeholders’ research projects, clinical trials, and commissioned studies. Additionally, it actively engages in safety inspections and audits by disseminating relevant information to maintain a secure research environment.

RESEARCH INTEGRITY, COMPLIANCE AND SAFETY
RICS oversees the ethical, regulatory, and safety compliance of all research activities involving human, animal, microbiological, and phytochemical studies. It manages the review of research protocols and ensures alignment with national and international standards.
RICS supports the research review and oversight committees: Institutional Ethics Review Committee (IEC), Institutional Animal Care and Use Committee (IACUC), Institutional Biosafety Committee (IBSC), and Technical Review Board (TRB). Through its review services, it works closely with researchers to uphold research integrity, prevent misconduct, and promote responsible
research practices.
Services
- Technical Review of Research Protocols. Ensuring the highest standards in research methodology by providing comprehensive evaluation and guidance to enhance the integrity and rigor of research proposals.
- Institutional Animal Care and Use Protocol Review. Upholding ethical standards and animal welfare in research by ensuring compliance with regulations and promoting responsible and humane treatment of laboratory animals.
- Independent Ethics Review. Safeguarding the rights and well-being of research participants by ensuring ethical decision-making and adherence to ethical principles and guidelines in research.
- Biological Safety and Biosecurity Review. Protecting researchers and the community from biological hazards and maintaining a safe laboratory environment in accordance with biosafety regulations.
TUBERCULOSIS RESEARCH LABORATORY
TRL is a research facility dedicated to advancing tuberculosis (TB) control through its comprehensive range of services. It specializes in quality TB laboratory services including diagnosis, surveillance, and treatment monitoring. It provides essential testing and contributes to the development and implementation of rapid and innovative diagnostic tests for TB. It also actively engages in building collaborative partnerships for TB programs with the DOH, local government units (LGUs), and the private sector to foster resource pooling, advocacy for quality standards, and the integration of laboratory functions. By advancing the TB control and surveillance programs, it plays a vital role in the broader initiative to combat TB and improve public health outcomes.
Services
- Direct Sputum Smear Microscopy (DSSM)/Acid-Fast Bacilli (AFB) Test. A frontline method enabling rapid tuberculosis detection through microscopic examination of sputum samples for the presence of acid-fast bacilli, ensuring timely initiation of appropriate treatment interventions.
- Purified Protein Derivative (PPD) Skin Test. A gold standard in tuberculosis screening that detects delayed hypersensitivity to Mycobacterium tuberculosis antigens, offering precise diagnosis and facilitating proactive management strategies, especially for individuals at higher risk of infection or reactivation.
- GeneXpert MTB/Rif ULTRA Assay. A cutting-edge molecular testing platform that provides rapid and reliable results by detecting Mycobacterium tuberculosis DNA and rifampicin (RIF) resistance directly from clinical specimens, empowering healthcare providers with timely information for effective patient management and disease control.
- Interferon-Gamma Release Assays (IGRAs) Blood Test (QuantiFERON TB Gold Plus). An advanced, blood-based assay technology that accurately detects latent tuberculosis infection by measuring interferon-gamma release in response to Mycobacterium tuberculosis antigens, offering superior sensitivity and specificity compared to traditional methods like the tuberculin skin test.
- Solid TB Culture*. A state-of-the-art culture method that isolates and identifies tuberculosis bacteria from clinical specimens on solid media, providing clinicians with definitive diagnosis and crucial information for appropriate treatment selection.
- Liquid Culture and Drug Sensitivity Test / Mycobacteria Growth Indicator Tube (MGIT). A comprehensive test that not only confirms tuberculosis infection but also determines the susceptibility of the isolated strains to anti-tuberculosis drugs, enabling tailored and effective therapy plans.
